When the Enterprise Edition is opened for the first time, after installation, you must create the first administrator account.

Once the first administrator account is created you can then log in to the Data Reviewer and configure the user access management, which includes, the security polices, the password restrictions and email access.

As an administrator you can manage the user accounts, the user roles and, if required, administer links to an Active Directory.
